Brooke in Charge of the British Expeditionary Force?

I doubt anybody could have done any better than Gort given the circumstances of the 1940 campaign. With only half a dozen divisions available the BEF on its' own could not have stopped the Panzers given the positions brought about by the combination of the Dyle Pland and Fall Gelb
 
Churchill needed people to shout in his face he was a bloody idiot until he agreed that maybe invading Norway wasn't a good idea.

IIRC Churchill admitted that at times he deliberately argued in favour of things that he wasn't sure about, just to ensure he got the full opposing arguments.

That's probably true. OTOH, knowing Churchill, I'll bet he convinced himself that he'd been for the decision all along, if someone DID manage to change his mind.
