British response to more losses to submarines

Lets say the Germans somehow have a lower dud rate on their torpedos and mange to sink Nelson and Ark Royal in late 1939 (both were fired upon OTL but failed to cause damage due to torpedo issues).

Lets also say: C-in-C Home Fleet, Admiral Sir Charles Forbes, the First Sea Lord, Admiral of the Fleet, Sir Dudley Pound, and Lord of the Admiralty, Mr.Winston Churchill all are sunk on Nelson (all on the ship for a conference OTL).

What effect would this have on operations in Norway, the Med, Atlantic raiding?

I am guessing the loss of the two important ships, over concern that the remaining ships might get torpedoed, loss of the most senior officers of the navy, might make the new leadership wary of risking their ships.
 
No Norway campaign for a start, and an even greater priority given to anti sumbarine warfare.

HMS Unicorn may be speeded up and completed as a pure carrier rather than a maintenance ship to at least partially compensate for the loss of the Ark Royal. Without the dedicated workshops her airgroup should be close to that of Glorious. There is also the possibility that some of the Armed Merchant cruisers may be converted to trade protection carriers.

The loss of the Nelson while a blow will not have a significant impact.

The long term impact of the losses of Churchill and the senior Admirals will depend on who replaces them, and latter Chaimberlin.
 
No Norway campaign for a start

Seems too great a loss of prestige to just let the Germans invade Norway and do nothing. The French are still in at that point so the Naval superiority is still overwhelming. I was thinking for example the British would not risk Warspite at Narvik but wait for a light cruiser to come up, or just send in the destroyers alone.

And when later your evacuating Narvik, and the French are going down they wouldn't risk Glorious in such a situation as they did OTL.

I am thinking in the initial 40-41 sea battles in the med, the British really established their moral superiority, a more timid British Navy might change some of those engagements or they just don't happen. Maybe a Malta invasion is more likely?
