I've never come across any evidence that the Luftwaffe bombing campaign had any such effect. The only time there was a discussion about seeking terms for a negotiated settlement was in late May 1940 just before Dunkirk, but Churchill managed to persuade the cabinet members involved (Halifax and Chamberlain ) that it was in the UK's best interests to carry on with the war. After that there is no record of any cabinet member ever raising the subject again.The reason I asked was specifically because the Blitz was generating demands within Churchill's cabinet for a negotiated settlement with Hitler.
