British Northen California.

Is possible an annexation of Northen California to British Empire,so that today northern portion of California (with San Francisco,San Josè,Oakland and Sacramento) is part of Canada?
And if yes,how and when?

I'm sure there's some way. I think Sir Francis Drake claimed the area as New Albion at some point. There must be some way we can have crystal meth addicted people who acknowledge Her Majesty Queen Elizabet II wandering around Arcata and Eureka saying "Hella old bean. its hard to do but I think.... in the 1790s France, the UK, Russia and Spain all claimed Oregon Country, in the Nootka Conventions Spain granted Britain rights to the Pacific Northwest, although it did not establish a northern boundary for Spanish California, so POD there the UK moves the border South taking would become Northern California into Oregon Country, all of which becomes part of British North America or Canada :D

How about Britain bargains a bit harder at the end of the ARW, and say the 45th or 42nd parallel past the great lakes is set as the border between BNA and USA. Then Britain gets the full claim on the Oregon Territory after the war of 1812, down to the 42 parallel. Shouldn't be implausible forn Britain to get NoCal after that. Maybe in payment for some of Mexico's debts to Britain?

Thing is, at the time of the ARW, the UK rejected the idea that the US would be allowed to expand west even so far as past the Great Lakes, so planning for the future like this would make little sense. The USA didn't claim Oregon at its independence, and the UK had no intention of recognising any future claim. Events simply went against the UK in this respect.
 
Well, if the ARW results in a British victory (for whatever reason), and the Americans throw a second revolution (see General Finley's timeline, The Federal Republic of America) which succeeds, then the French Revolution is delayed and Napoleon butterflied. As such, the Spanish still have their pretty solid claim to the whole of Louisiana and their sphere in the Americas.

When the French Revolution eventually does roll around (that's an 'if', by the way), something similar to the Continental System or a continental blocking of British trade might occur,forcing Britain to look for other markets. So, as in OTL, they support revolutionary ideas in Spanish America and begin a campaign of shit-stirring.

When Mexico eventually revolts agains Spanish rule, the British invade Lousiana and take over Northern California in the fray. At the end of the whole mess in Europe and the Americas, Britain hasn't budged and they annex their occupied territories while being the first to recognise the independence won by those who fought for it.

So not only has Britain managed to annex Northern California, they've also stunted American westward expansion and have very good relations with Mexico and the Caribbean.
 
One idea is that the British are the ones who buy Fort Ross, California when it is sold in the 1840s, thus giving them a base in northern California. [EDIT] Though you would probably have to stop American westward expansion somehow before then.
