British Emperor?

Could this TL work?

Rather than Victoria having any male children let's say that a couple were actually female (say Edward and Alfred.) Now let's say that Prince Arthur either got Haemophilia and died before 1904 or he died on military service before 1904.

Now the heir to the throne is in fact Princess Victoria, the German Empress. Queen Victoria is loved by the people of the Empire at the time and so when Victoria the German Empress and her son Wilhelm stay with her until her dying moment the public are touched by this. Victoria then becomes Queen Victoria II... But she died later that year like in OTL.

Now the British people who like Wilhelm call for him to be the next King. And so in 1905 Wilhelm II of the German Empire also becomes King William V.

What effect does this have on the First World War now that we share a Monarch with the Germans; would there even be a Great War? There would probably be no competition between the two countries, and maybe the Germans would have a larger Empire. Could there be a Political Union between the two countries?

I'd think in a situation like this they would not marry off any woman who is near to inheriting the throne. They'd let her/make her marry some nice member of the lower nobility.

Ah but Victoria and Frederick III were married in 1858. And Prince Arthur could've died on military service after that, so Victoria would already be married and be the heir to the throne.
