British conquest of River Plate, 1806-07

British forces attempted, without success, to conquer Buenos Aires (and thereby take control of the Rio de la Plata) in 1806 and 1807. If the British had succeeded, would the Rio de la Plata area have been kept by the British after the Congress of Vienna in 1815, or would the area have been more likely to be given back to Spanish-speakers (maybe leading to independence)?
 
At best Bueno Aires has a Hong Kong like situation while the rest of the River Plate is set up as an independent state, nominally subservient to Britain.
 
The British in OTL were driven out by local militia men. And even if they take Buenos Aires, so what? The reason the British thought it was because they imagined vast treasures and trading profits from trading with the Plata region. With its ample... cattle hides.

So could one possibly say that if the British hand back the Rio de la Plata to the Spanish-speakers, Buenos Aires would be kept British in a Hong Kong-like situation while the rest becomes independent?
