Breaking the 1918 Election

Is there any way or possible PoD whereby the dominace of Lloyd George and the coalition can be broken ? In OTL Labour gained a much higher percentage of the votes than either liberal party but lost several early leaders and only got 57 seats - If they had got a fair account of their voting percent they would become second largest party. Ideally I would like them to keep characters such as Ramsey MacDonald and gain much more seats. Any help would be greatly appriciated - it is for a TL.

If Parliament had voted for the Single Transferable Vote [STV] or the Alternative Vote [AV] in the debates on the Representation of the People Act Bill in 1917 and 1918.

In 1917 the Speaker's Conference on the franchise and the electoral system had unanimously recommended STV for parliamentary elections.

In June 1917 the House of Commons voted against STV by 149 votes to 141, and in August 1917 voted for AV by 127 votes to 126. However the House of Lords rejected AV and substituted STV. The Commons insisted upon AV by 195 votes to 194. However in the last hours of the parliamentary session a compromise was agreed by the Commons and Lords. AV was abandoned and the Boundary Commissioners were instructed to to prepare a limited scheme of STV to apply to 100 seats.

When the Boundary Commission produced the scheme it was rejected by the Commons.
