Austria was the dominant single realm within the Austrian and later Austro-Hungarian Empire. Hungary was the second most important. They were storng enough to force concessions out of the Emperor, but not strong enough to revolt completely.
By 1913 or so, Franz Ferdinand had abandoned his idea of a triple or quadruple monarchy and instead wanted a single centralised state with some local autonomy for the regions - this included dissolving the Hungarian parliament and breaking Hungarian influence.
It is possible that he'd break up Hungary into Slovakia, Siebenbürgen, Banat, Croatia and Hungary.
