Brazil, Latin America have bigger role in WWII

Could the U.S. have done a limitied Marshall Plan-type program to aid Latin America in order to get their help for WWII? As for Brazil, here's more info:

The thing was, the Marshall Plan was for Europe for two reasons. 1) The site of most of the fighting. For obvious reasons, French industry got fucked over a lot more than Bolivian industry. 2) Containment of the Soviet Union. If the US hadn't sent aid to those countries, Russia would've. Stalin would've loved it if he could've sent over the Red Army into Greece or Turkey to "help" the locals rebuild their nation. There's not going to be that same sort of risk in Latin America.
 
Didn't JFK or Eisenhower screwed over a potential Marshall Plan-style aid program for Latin America?

George Marshall discussed loans to Latin America, but I don't know how much more there was than that.

Edit: Also, did you mean Lend-Lease? Marshall Plan, JFK, and (President) Eisenhower were all post-WW2. I don't think JFK offering money in the 60s would be much of an incentive for Latin America to have greater help for the war in the 40s...
