Rudolf Hess had already flown the coop about eleven month before that date, and would have at the time been sitting in a British jail cell. He remained a prisoner until his death in 1987...
 
Some in the West would agree with the Soviet demand for the total capitulation and occupation of Germany. But the soldiers, sailors and airmen expected to make this happen would probably not be among them.

OK, here's the scenario. I'm gonna revise it somewhat.

Hitler is dead and so is much of the Nazi leadership. I haven't quite figured out how that came about yet - a lucky RAF bombing raid or a plot to kill him with the Reich, I'm not sure yet.

Japan took the fears of Yamamoto and company and realized that even if the IJN was successful beyond its wildest dreams at Pearl Harbor, they would still get their asses kicked by the US eventually. As such, they focus their efforts on Asia, where the Americans are less inclined to get directly involved. Lots of US forces are in the Phillippines though, and the US is still somewhat supporitng the Chinese factions, though the KMT gets more of the support as the Americans don't like Mao very much, for many reasons.

The Japanese still did attack Singapore, and as such the Allies are still plenty mad at them - Britain and the others are at war with the Japanese, but for now they can't do much. The Royal Navy is planning to use Australia as a base for pounding the Japanese, but they haven't got enough assets out there yet.

The US is still arming up - a third Vinson Act has been passed, for example - but right now, they aren't at war with Japan. Japan's efforts right now are focusing on trying to pacify China, which is proving extremely difficult, despite Japan's continuing barbaric actions.

The US and Germany declared war on each other after battleship Texas is lost to a U-boat, a fact which enrages the USA. The US and Germany are at war, but the massive losses of Pearl Harbor haven't happened, so an agreement is much more possible to Roosevelt.

Hess is no fool. Here, he has managed to become leader despite Goebbels' wishes (Goebbels actually controls much of the Reich's activites, though few know this outside of Germany), and Goring is managing to co-ordinate all the armed forces. To the outside world, the Nazi regime is still strong. In Germany however, it is a bunch of compromises, a fact which isn't terribly good. The SS still holds a lot of power, though they don't see eye to eye with many of the leaders, especially Hess.

Hess, like the other Nazis, wants the Jews out of Europe. (He isn't the only one, or even the only country.) As a result, efforts are underway to find a place for the Jews to go. Madagascar is being considered, but some are pushing Britain's Sub-Saharan Africa colonies. Zionists are of course pushing for Palestine, but Britain isn't taking this seriously, for a variety of reasons. Germany wants the Jews out, and Britain sees them as a possibly large group of people to help them develop Africa.

Mussolini and Franco are pretty much realizing that they cannot fight for much longer with Germany out of it. Hence, they pretty much take what they have and shut up. Mussolini still brags about his Roman Empire, but even many Italians aren't fooled by this.

The Russians take far less damage than OTL. They don't give back the piece of Poland they took over, and they are still at war in Finland. The Russians also seem to want the Jews out.
