Bourbon Spain

With a PoD no earlier than the eighteenth century, how do we ensure a viable indigenous Spanish distilling culture/tradition? Could there be a world where the Spanish create a product akin to whisky? Could this product ultimately be known as Bourbon whisky?

Not a big deal: there are numerous brands of Spanish whisky (https://www.masterofmalt.com/country/spanish-whisky/) so just have a distillery founded by the royal family (or get the royal license to use their name), age it in Rioja wine casks (preferably) and you have it.

Awesome! I have some new things to try out. But to be honest Spanish whisky is barely known, and even the list you provided is, well, short. I couldn't name a single distillery or brand off the top of my head. I'm not sure that royal patronage of a single distillery would be enough.

I mean the first one listed on the website says "born in Scotland" as it's advert blurb.
 
Maybe a Spanish Bourbon royal develops a taste for whisky, thus establishing a fashion for drinking it? As a result, the Spanish whisky industry gains a boost.

Don't forget about Irish whiskey, which would make the whole story nice and simple. During the War of the Spanish Succession the French troops under command of Duke of Berwick had been fighting in Spain and at the decisive battle of Almansa there was Irish regiment in Berwick's army. An officer of that regiment decided to stay in Spain (let's say, got wounded or whatever) after the war asked royal permission to open a distillery.
