WI the idea of Temperence rather than Prohibition wins over amongst campaigners. A lot of social disaproval of alcohol and most other drugs but no actual illegality.

Amereica has less full jails and is a happier place. Probably actual drug use no highter than in otld

Still both narcarotics and alcohol cause real damaage.

Would anyone be demanding prohiibtion now?
 
Alcohol would probably be far more secure as the culture of "Temperance/convincing over Prohibition/coercing" gets hard baked into the ideology and it's organizations as well as becoming a deeper part of more strings of American culture. Temperance probably still has a strong impact on the drinking culture, especially if not discredited by the utter failure of the 18th, meaning you get a more modest, "civilized" set of social expectations around drink and strong pressures towards moderation and deep dislike of drunkards. Narcotics though... those are a different barrel of beans considering their stronger impact in smaller doses, lack of cultural cache, and more extreme health effects even with only modest use . I expect there'd be a movement to ban those, lead by parents and health care sectors.
 
So, alcohol in this scenario is sort of like ultra-hardcore pornography prior to the internet opening the floodgates, ie. not outright illegal, but basically unacceptable to admit in polite company that you buy and use? People purchasing a six pack of beer would make damned sure that no one sees them, for example, and even anti-prohibitionists would feel obligated to open their arguments by saying "Look, I hate alcohol myself, but..."

For this, you would need a POD way earlier than 1900, leading to a USA that is unrecognizable compared to today. As such, the groups pushing for prohibition would be likely ones that don't exist IOTL, since the point of diversion would be so radical. All I can really say is that, to the exent that we can identify the prohibtionist groups, they'd basically be the Religious Right and "concerned parents"(aka Soccer Moms), more or less the same groups that lobbied for prohibtion in the late 19th and early 20th Century.
 
Mitt Romney-type moderate/liberal republicans and their close ideological cousins, Hillary Clinton-style democrats. Managerialist liberals/"centrists", basically.
