Body of international disaster relief law developed

OK, from my understanding of international law, international humanitarian law (IHL) to protect the rights of combatants & non-combatants (the wounded, POWs, civilians, relief workers, peacekeepers) is pretty well advanced in the 21st C- but not so international disaster relief law (despite the IFRC's formation in 1919 to assist victims of natural disasters as well as war). So, how could this latter body of law become as developed as IHL ?

sure, mate- but they DON'T deal specifically with natural disaster relief law in terms of threats to inernational peace & security, more so armed conflict with atrocities, enforced displacement, refugees etc- not really with ppl fleeing from massive natural disasters...
