A 2/3s vote is needed in both houses for a VP.
Incorrect. The 25th Amendment Section 2 only requires a majority vote in both Houses.

Section 2.
Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.

You may be remembering that it takes a 2/3 vote to remove a sitting president per the conditions in Section 4 (underlining added):

Section 4.
Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

Mutinies broke out in the Republican Party in June, 1889, The National Populist party had fully formed, Senators John Rarick and Donald Rumsfield at the helm of the Party, Many former segregationists joined the party, Thurmond, Wallace, and even democrat Robert Byrd joined the Natpops. This revelation spurred Senator Mcgovern to make his move, persuading Progressive democrats to break off from the Democrats and form the American Labor Party. Congress was divided into Four Parties at this point.
The Beginning of the Soviet Collapse.
Despite Yazov's plans to recentralize the Union and the Eastern Block, In Germany, the Berlin Wall fell, and reunification talks began. In Moscow, Pro Gorbachev Supporters tried to attempt a Counter Coup against Yazov, he managed to avoid the plot but that was not enough, Reformists fled to Leningrad. Yazov ordered the Red Army to seize them, but considerable defections begun. They refused to apprehend the Plot Members. Yazov Assembled all his loyalists in the Army and Intelligence service around Moscow, The reformists did the same in Leningrad... the Chaos back Home led the Baltic States to announce their separation from the Soviet Union, temporarily forming the Baltic Confederation to defend against any Soviet Aggression.
 
The End of the Eastern Bloc
The Chaos in Moscow Sent Ripples across the Eastern Bloc. Poland, Hungary, Bulgaria, And Romania's communist governments were overthrown in Revolutions...Capitalist democracy returned to Eastern Europe. The Independence of the Baltics spurred a declaration of independence from Ukraine. A Democratic Republic was formed. Uprisings broke out in Caucasia, Georgia, Armenia, and Azerbaijan breaking off. 1989 came to a close with The End of the Eastern Bloc and America's Two Party System.
