Bill Clinton as a "Transformative President"

Many Americans (well based on posts from AH and Internet articles) say that Bill Clinton's tenure could have been much different, much more "transformative", many would say.

I have seen suggestions from various threads on AH.com that could have made Bill's eight years better from an American perspective:

1. Many say that had Clinton focused in welfare reform in his first 100 days, he would have succeeded and the 1994 Republican Revolution would be averted.

2. Some even add the scenario where the 1994 Korean Crisis ends in a war without Jimmy Carter intervening. As a result, North Korea falls by the end of 1994 (I can say before the November midterms).

As a result of the win they say, Clinton's popularity skyrockets with the "Rally behind the President" + "Victory Fervor" mood.

Democrats gain seats instead of losing both houses of Congress.

3. Healthcare reform after 1994?

4. No Monica and Whitewater?

5. Good handling of Former Yugoslavia, Somalia, Rwanda, Haiti and other foreign policy hotspots?

6. A NAFTA that is more favorable to American workers? How is that possible?

7. How about social issues? Progressives say he might have removed the ban on gays in the military. How about the DOMA as well?

Dunno about more ideas.

So what do you guys think about the various ideas from people stated above?

You do it piecemeal observing how it works each step of the way. Not clunkily all at once where you're then in a position of having to pretend that it's working just fine.
 
1. Possible. Welfare-to-work was a big buzz term in the 90s, and had he pulled it off and been able to get more people into meaningful work of some kind, you can kiss the Republican revolution goodbye. Of course, if it's a nightmare, poor people turn their backs on the Democrats and the GOP wins bigger.

2. He would have to be incredibly careful not to piss off China here. If he topples the NK regime and China is soothed about the border situation, he's a damn genius. If he picks a fight with China, well, he damn well better be ready for a huge war, up to and including regime change in China. That's a monster risk, one that could wreck America at worst and make him a one-term President at best if it goes badly.

3. Tough sell unless it's a sort of "Medicaid for all" package.

4. Monica would have to keep her lips sealed about the affair, and that would mean a reason to do so. Whitewater? That was something people seemed to vote for him I spite of.

5. Perhaps having the best possible people on staff to handle these things. Having HW and Carter in his back pocket to assist may benefit him here.

6. Include some provisions that protect the American workers if at all possible. Make it less beneficial for American corporations to ship jobs overseas.

7. I don't think America was really ready for this yet. DADT was probably the best people could have done, and DOMA was pretty much destined to happen.
 
2 doesn't need to end in a war. Frankly just keeping Carter the hell away from it yields a better result even if its only in negotiations. For one thing a consistantly hard line could have actually had an effect without Carter completely undermining the sitting president of his own party.
 
Given the fact that Rancid Ronnie's message of "government is the problem" resonated with the general electorate, Clinton was going to have to govern moderately domestically and can therefore not be transformative. However, there was much opportunity in foreign policy for Clinton to be transformative, given that he had take over just after the Cold War ended.
