Better shells procured before Jellicoe becomes admiral

Admiral Jellicoe is a facinating figure who was well loved by his crews. But this POD is before that. He was in Ordinance at one time and realized Brotish shells were terrible, coupled with with less survivability against German ships and his whole plan revolving around artillery, he ordered a new shell, sadly the group say on the request until 1917 when it was learned Ordinance had failed to do anything useful.

But what if that request wasn't ignored? WI Jellicoe had managed to kick their arses into gear and made them make enough shells for WW1

Well, the result is probably a net gain. Better AP and bursting chance for the same hit rate makes any given engagement go better for the Brits, or at any rate is unlikely to make it worse.

It does likely mean an increase in the cost of the shells, but I doubt that's going to be enough to seriously impact the course of the war.


Beyond that I'm not really sure, I'm afraid.
 
There was a good article in Warship back in the day of relevance to this topic, entitled 'The Riddle of the Shells'.

It does depend on the extent that things are improved. If you have the Grand Fleet going into Jutland with fully tested and tried Greenboys, then there will be a few more German vessels damaged or sunk.
 
I'm just thinking about Dogger Bank, if the shells that struck Seylidtz do their job Hipper will be short 1 Armored Cruiser and a BC
