Better intelligence about Pearl Harbor

As I understand it there was an amount of inofmration indicating Japan's intention to attack the US and some reasons for thinkijng that Pearl Harbor would have been a target.

Plainly the US cannot start the war.

What should FDR do if he got an intelligence briefing on December 1st accurately desribing what Japan would do?

Let the Japanese go ahead. Leave some old WW1 junk in the harbor and make sure your aircraft carriers are sent on some routine mission:)

Send out a full war warning like OTL, plus specific instructions to each station that will be attacked to prepare for an air raid, warn the British, get the Fleet at Pearl concentrated
