'Best' WW2 for Norway?

Assuming that the war is an inevitability, and due to the country's strategic location, that it will somehow involve Norway, what is the best course the war could take in Norway's eyes?

Starting in 1939 upon the outbreak of the way, assuming you have an educated guess of the course the war will take. Do you make Quisling take a long walk off a short pier and throw in with the allies early? Make a more forceful attempt at armed neutrality? Or even throw in with the Nazists?

Offcourse that would be hard as the armend forces arent really upp too the matter. Much more could have been done, Quslings Leidang, a type of national guard was an interesting idea, sadly it was discontinued after his stint as defence minister in the 20`s.

Offcourse actually taking any of the several "The Germans are comming" warnings serriously would have helped as well.
 
some form of publicly stated alliance with sweden would almost certainly of prevented the German invasion. but then... the UK/French, ouch, not pleasant for them.
