Yes, when was the best time so that the Soviet Union came out relatively unscathed?
My guess is if the US went on with Operation Dropshot

Korean war gets escalated by US nuking China.

By that time, the only form of payload delivery are from bombers and both sides still kept nukes as more of a tactical weapon due to its limitations.

It'll be a mostly one-way bombing spree though by the Americans.
 
The Soviets are always at a disadvantage. Up until the later 70s and 80s, they have far, far fewer atomic weapons than the United States. So you need to be very early in the game, where even if the US lets loose all it has, its still only a potchmark on the Soviet nation.

If you do have it at the period where the Soviets surpassed the US, then the USSR would be in a better position, but such a war would lead to global annihilation.
 
1947-1949 The US didn't have enough bombs or delivery systems to completely destroy the Soviets.

1999-present Most likely nuclear wars are either India-Pakistan or Israel-Iran so Russia survives fine. (Just not as the USSR ;))

I guess May 1945 would just about do it. The Red army is ordered to march west the day after the Nazi surrender and are told not to stop until they reach Lisbon.

Maybe the Americans can test the A bomb on the new soviet submarine base at St Nazaire.

The US have the numerous Nuke advantage, But the aircraft deployment is slow & acts as A limiter to how much can be thrown at the USSR. If the US fails to get the V2 Scientists & Research then the USSR have A chance to intercept or shoot down the US Bombers. Even though the USSR lack Nukes, They can use the captured V2 programme to develop long range rockets to directly strike the US in retaliation if need be. Maybe this Alt H scenario would be viable?
 
As early as possible, preferably before 1949. A nuclear war between the USA and USSR would always be a one-sided affair, although after the mid-1960's or so it really wouldn't matter much who made the radioactive rubble bounce more. It would be in the Soviet's interest to have such as war before the US had many weapons and needed to depend on fairly easily intercepted B-29s or B-50s as the main delivery system. An added bonus would be if this war occurred prior to the Soviet's ability to reply in kind, the US might actually exercise some self-restraint in nuking people that just 4 years previosuly were allies and who could not really hurt the American homeland.

I figure you have a couple of issues here, the US should be able to return to the continent after the Red Army passes through each of the countries. It lands in Germany once all of the Red Army troops have reached the French border, and expanding west behind the Red Army. Secondly, I think there would be significant supply issues once the entire Red Army reaches Lisbon, though if evacuated, I think the entire Red Army might be able to fit within the city limits. :) :) :)
