Now with France coming out of the war victorious... what will the population be like and who will rule France at this point?

I don't know about victorious as they have just suffered a shattering defeat in Russia and been forced to give up claims to very large areas. [Spain, Italy, parts of Germany, the Netherlands and Dalmatia]. Also I doubt the new government would be wise to proclaim victory too much as that would upset at least some of the neighbours.
However they will have avoided the total defeat they suffered OTL and also another couple of years of bloody warfare as well as the humiliation of occupation. Coupled with avoided the further defeat of the hundred days [unless someone does something stupid], there might be a danger of a viewpoint like that in Germany after WWI, where the army/nation was not defeated but stabbed in the back. That could cause problems later on.
The titular ruler will be Napoleon's young son, Napoleon II, born in 1811 to Marie Louise. There will be a regency which might include the ex-emperoress but what other members any such council has and how they interact will decide a lot. Joseph, having given up the claim to Spain will probably be a member and likely be supporting the dynasty. Probably Talleyrand would also be on the council and possibly a marshal or two.
