Best Response to the Rwanda genocide

I don't know how many of you have read Shake Hands With The Devil, but in it Dalliare makes it rather clear that if he had gotten the go ahead from the UN after the Dalliare Fax, he would have been able to more or less stop the genocide before it started, by siezing weapons caches, arms depots, and arresting the leaders. That's probably the best possible outcome.

what I find really terrible about Rwanda-and there is so much that was terrible....was the attitude of France and Belguim-that they supported the regime for so long is unforgivable. I have a few copies of RAID magazine from back in the day-they did some impressive photo journalism of Rwanda.

(oh yet another reason why the idea of having an EU Foregn Ministry is a complete joke)

And they should have given him the go-ahead for that. Dallaire damn well knew that tensions were swelling, and that this was going to happen.
