Best case scenario for the Red Army in 1941?

What would be the best case for the Soviet army in 1941 in terms of training, equipment, organization, and all around quality, with any POD after 1921? Stalin must be in government, although to what degree is up to you.
 
Well if we eliminate or drastically diminsh the purges then the Red Army will have a much more competent officer class earlier on. Also Tuchaeshevsky's ideas of tank warfare clesely resemble blitzrieg so we could presume that the Soviets could see the potential of Tanks much earlier on and not just use them as infantry support. Many of the Soviet tanks that were destroyed at Barbarossa were generally modern and considered good at the time. If the Soviets could realsie that this was no longer the case sooner and begin to phase them out and replace them with the T-34 which was in spirit a BT fast tank. The same applies for aircraft, if the Soviets could have focused on more modern designs and realised that a large amount of the Red Air Force was obselete then they could have had much less problems. The Soviets also lacked a good tank gun, this would surely help them out during Barbarossa.

They could also assign surplus staff and command officers to the theater (Spain) to study modern warfare. After getting so outperformed by the Fins they should have made a much quicker transition to a sub machine gun and grenade focus and got off the bolt action rifles

This may also lead to Republican victory, which would furhter benefit the Soviets in the long run.
