The more I read about Lavrentiy Beria's proposed policies, the more fascinated I become. Let's say Khrushchev has no support from the army for his coup, for whatever reason. I don't know, Zhukov is purged or something. So Beria wins essentially. But that is not the point I want concentrated on.
Now would the United States and Western powers accept Beria's proposition of giving up East Germany for a neutral Germany, as in no Allied forces occupy German soil and in turn the USSR get's massive aid from the United States, a sort of extension of the Marshal Plan.
He also proposed giving the Baltics and possibly other soviet states national autonomy. So in a way it sounds like he was planning on turning the USSR into a Confederation. Would this have worked or set up the USSR for failure?
