Palmerston was PM in 1864. Presumably you mean 1868?

In '68, at least, the frontrunners would seem to be Edward Stanley, 15th Earl of Derby, who was Foreign Secretary and the son of a previous Tory PM (and therefore would invite criticisms of nepotism) and Gathorne Hardy, the new Home Sec.
