Interesting.

We know the Eisenhover speech on the failure of Overlord.

However:

JFK:
Even more alarming is to learn of the preparations John F Kennedy made "with a heavy heart, and in necessary fulfilment of my oath of office".

This was to announce that military operations had begun to remove nuclear weapons from Cuba. We now know enough to be reasonably confident that such action would have led to nuclear war.

So, he was determined to do it

Richard Nixon - In Event of Moon Disaster: Fate has ordained that the men who went to the moon to explore in peace will stay on the moon to rest in peace. These brave men, Neil Armstrong and Edwin Aldrin, know that there is no hope for their recovery. But they also know that there is hope for mankind in their sacrifice. In ancient days, men looked at stars and saw their heroes in the constellations. In modern times, we do much the same, but our heroes are epic men of flesh and blood.

The chances are that Heseltine or Howe would have become PM and a new crusade against the IRA would have seen all hell breaking loose.
 
Didn't Blair have his resignation speech ready in 2003 if he had lost the Commons vote to go to war against Iraq?

Not entirely sure what use it would be though, it's apparently from 1983 but reads like it's from the early sixties, what chance would there be that even a tiny percentage of the country would still have their radios available and working, or that the BBC would be operational?
 
In 1980 Pierre Trudeau had a speech ready in case Quebec voted Yes in the referendum, to my knowledge still sealed but his speechwriter hinted it would not have been a prelude to negotiations. In 1995 Jacques Parizeau planned a UDI in the event of a Yes vote, though he does not use that precise term. Said so openly numerous times over the past few years.
