Bavaria made independent after WWII

Let's say a heavily bastardized version of the Morgenthau Plan is implemented following World War II, without the whole disassembling Germany's economic resources, but more dividing the country. So alongside Austria, Bavaria is also made independent. Maybe Württemberg and Baden are part of the southern German state that results. So now we have communist East Germany, a smaller pro-NATO West Germany, a neutral Austria, and Bavaria/south Germany.

What happens next? Will Bavaria follow Austria's footsteps and try to be neutral? Or something else?

I think the Morgenthau plan envisaged some kind of partnership/union between the new South German state and Austria - would this "bastardised version" still have that?

EDIT - found the reference - it's a customs union between the two...
