Iraq needs a lot of luck if it wants to do that. And the US isn’t going to let that happen. The most they’ll accept is the loss of some territories but that’s as far as they’ll go.

Saddam has a mildly secular government for a while, so I’m not sure if he’d do that. Hell if he were to gain more of the oil revenues he could buy his way into secularism.
