The Axis powers could not have created a global order where they were the dominant powers, it was unfeasible and an unachievable goal. What was a more feasible goal would have been a reconstruction of the Global order giving a greater voice to the three Fascist states as Great powers. The POD is that Germany doesn't get lucky and crush France in 6 and a half weeks, and the war eventually grinds into a near stalemate with Germany in a slightly better situation.
Germany: Modified 1939 borders following the Lithuanian ultimatum. Danish border returns to 1914 border, annexes Alsace but not Lorraine. Reclaims German Belgium. Belgium is partitioned as a German Satellite (Flanders) in the north, Wallonia allied to France in the South. Germany is allowed to keep the abducted children from Poland, but has to liberate Poland as a sovereign state under German suzerainty. Germany is allowed to make some gains into Poland. Obviously there is no Barbarossa while the war is going on. That fight is saved for a later date after the war ends. Germany manages to enact operation Z. Germany is given Madagascar as a colony. Wallonia keeps the Congo. All German Jews and other "undesirables" are forced into France.
Italy: With Germany not crushing France, Italy doesn't leap into the fray so early. It takes Tunisia, the Aouzou strip, and Djibouti in a neutrality agreement. Italy later joins the war in 1942, fully prepped for war. It takes Corsica, Nice, Savoy, and the west half of Egypt. In an end war agreement, Italy keeps its gains and makes a deal with the British. In exchange for Somali dominated portions of Kenya, Zanzibar, Comoros, Socotra, and a small part of British Somaliland, Italy cedes Abyssinia to Britain as a protectorate, but keeps Ogaden. The agreement also states that the Dodecanese and North Epirus are to be ceded to Greece in exchange for an accepted Italian invasion of Yugoslavia to annex Dalmatia, and an anti-German cooperation agreement. Italy accepts the deal seeing German aspirations over South Tyrol as a threat to Italian security.
Japan: The United States threatens war with Japan if it doesn't withdraw from China. In a peace agreement, Japan keeps Manchukuo as a protectorate, Kwang-Chou-Wan, all European concessions in Tientsin, Hainan, French Indochina, and Tsingtao. The west secretly agrees to not intervene in Japanese efforts to take North Sakhalin and Vladivostok from the Soviet Union. China gets Tuvan and Mongolia in the peace deal, and the United States takes Japan's south Pacific mandate. The US keeps the Philippines. Luzon becomes the 49th state with Mindanao and Visayas promised future statehood when further developed. The mandate is reorganized with other US pacific territories into the Carolines and the Marianas.
Any speculation as to what this world would look like? I might add more country profiles (SU, US, France, Britain, Netherlands, etc.).
