Let's say that Austria-Hungary decided to spend its money a bit differently. Historically they spent vast sums on their navy, building several battleships that never saw any use. What if instead of building the Radetzky class pre-dreadnoughts or Tegetthoff class dreadnoughts, they instead spent the money on equipping their army with heavy howitzers of the 15cm and 21cm class, much like the German army? Would it have made a difference against the Serbs and Russians in 1914?
 
While it might have helped what was really needed was military reform which might have allowed the army to function much better. The army also faced a problem in the fact that while German was the offical language of the army one faced a language problem with the following languages being spoken by recruit: German, Czech, Hungarian, Croat, Slovene, Polish, Slovakian and Serb.
 
They needed the said warships to counterbalance the Italian navy. Nobody was aware that the Adriatic would be such a killing ground for larger surface ships before 1914.

What they needed more than artillery, tho that wouldn't hurt, was much more extensive railway lines into the Balkans and in Trient/Southern Tyrol.

Well, you're gonna need to get rid of Reddle, the general that sold all those AH secrets to Russia. Or Russia will just still know about the entire AH miliotary.
