What if during the French invasion of Mexico the Austrian send 20000 to 40000 troops to support maximilian to help him maintain power.
The first question to come in mind is, how did Austria:
1) Found and train the soldiers
2) Financing them (soldier cost, equipments, incentives)
3) Getting their logistics to be done?
4) For what end?
1. At this juncture, Austria is occupying restive territories and is diplomatically isolated. It has no troops to spare.
- the soldiers are from the Austrian army and are a expeditionary force
- half france and half Austria since Maximilian is Austrian royalty
- the french transport them
- to make sure that Maximilian stays as emperor of mexico and to have Austria influence in america

why the united states not nervous of a french declaration of war for intercepting french ships?The US gets even more persnicketty. I don't think the USN would actively intercept these ships, but...they might. Alternatively, once they've landed the US could place an embargo (thats not the correct word but it escapes me) on foreign military shipping and transport to Mexico. Post ACW they became quite good at that. The are between Florida, Cuba, and the Yucatan would be a nice interdiction area.
Alternatively they could step up their aid to Mexico's government further, with heavier arms (cannon or even an early form of Lend Lease of ships for Mexico).
If the war drums start they might use a pretext to do all of the above and send troops to kick France out.

*Historically the US sent quite a bit of aid to Mexico to end the French occupation, including cashiering troops - er "volunteers" - and sending them south. The Monroe Doctrine is very strong at this time.
*The US is in a very strong position at this time. It has substantial stocks of equipment for its armies. Assuming this occurs after the the Union cashiers its ACW armies it still has a large reservoir of very veteran troops. Remember, nothing unifies a country like an external threat.
*The US Navy coming off the ACW is also very strong, and does not dissipate as readily as the land formations. It is far closer to its bases of support.
*Unlike WWI and WWII the Europeans would have to come to the Americas, without support, in a hostile country.
*The US beat France in the Quasi War. The US does not fear France.
France is not Britain. France and Austria both have existential threats physically bordering them.But can the USA survive with its trade with Europe under attack
