Asymmetric federalism in the USA

In a way, the symmetry of American federalism is asymmetric due to states of different populations getting the same number of senators. Compare the voting power of someone in Wyoming vs someone in California.

Except that the Senate was never about proportional representation.

That's the House of Representative's job.
 
Well, maybe give really little states like Rhode Island only half of a Senator it has to share with another state like Connecticut.

Or, to do something the Dutch Republic did back then, distinguish states and territories. Territories hadn't Senators, not even in OTL, but in this scenario, the territories never become states and stay without representation forever.
