Assuming a Greek Constantinople, what would it take to bring it to modern Istanbul's standards?

Istanbul is pretty much a trans-continental city with much of its urban sprawl taking place on both sides of the Bosphorus, as well as a significantly large populatuon and economy, as well as being the center of Turkish culture.

Should Greece reclaim the city (and Adrianople) some tine in the 20th Century, how would it rise to the same international prominence and vue that Istanbul currently has?

A large portion of the city's population came from rural Turkish settlers after the fall of the Ottoman Empire. Applying this to Greece seems hard as the Greek heartland isn't as populous as Turkey.

Maybe a significantly larger Greece (Megali Greece, perhaps?) could attract the necessary economic investment and population source to concentrate on the city? Or making Constantinople the capital/refugees from Russia and the Balkans serve the same purpose?
 
Given Greece would almost certainly make Constantinople the new capital, investment might not be much of an issue.

Greece has pretty consistently had a smaller GDP than Turkey since 1919 so private sector investment might well be lower, on the other hand it would almost certainly be the capital unlike with Turkey so that drive some public sector investment.
 
Constantinople would be the capitol of "Greater Greece". Much of the exodus of Greeks from Asia to European Greece would be diverted to Constantinople. It would also gain population from other Christian countries where people had a reason to get out with whatever they could carry. European Greece has a smaller population. The Anatolian peasantry winds up in Ankara, Germany, or they don't have as many babies as IOTL.
 
If the Greeks had succeed with the Megali Idea, then Greece would have incorporated the regions near the Aegean shore in OTL Turkey. Constantinople would have been the capital of this Greater Greece.

A Greek Constantinople would not gotten as big as Istanbul has gotten, in the modern age in this TL. Constantinople would have a population of between 3 to 4 million people as opposed to Greater Istanbul with 15 million people.
