Assiniboia, A Métis Story

Here is my map of Canada in the present day:

I love the idea, but youve got a bunch of problems.
1) why on earth is the canadian west split into such tiny provinces?
2) wih a PoD of 1857 (the establishment of the otl failed textile mill) or so, the distict west of Manitoba may or may not be called Assiniboia, but the capital is surely not going to be Pile o Bones. That's contingent on a particular corrupt lieutenant governor. I suppose Ft. Qu'appele MIGHT be renamed Regina, but it seems a bit unlikely.
3) what on earth is LR doing in the southern district/province? The Métis west of manitoba settled along the Saskatchewan River(s) for good reason.
4) he's NOT going to be a Governor-GENERAL, but a Lieutenant-Governor or Premier.
