ARW aftermath with Tories forgiven ?

OK, is there any way that, post-ARW, the majority of Loyalists could've been reconciled with their patriot neighbours then allowed to stay on, instead of OTL being compelled to flee to Canada or England ? Such a scenario of magnanimiity of course would be harder in regions where the ARW was actually a civil war between rival patriot & Tory partisans- such as the South Carolina backwoods, upstate NY or the frontier- but how could a 'bygones be bygones'; attitude have prevailed amongst belligerents on both sides after 1783 as opposed to the Patriots taking over the estates & property of Tories who fled ? Of course, it also gets more complicated with other Loyalist groups such as Indians & runaway blacks...
 
Well Washington for one tried to protect loyalists in the areas under his command Boston, New York, Philadelphia. I suppsoe Benedict Arnold not changing sides but still marrying Peggy Shippen and then getting the southern command you could have Arnold defeat Cornwallis at Camden and go about restoring loyalist property. This of course would get him in hot water from Congress maybe even removed but with an early end to the southern theater a lot of bad blood may not be created.
