I think that there would be massive violence and instability across the Palestinian territories and in Palestinian refugee camps throughout the Arab world when it is learned that Palestinian refugees will not be allowed into Israel (Barak suggested compensation and resettlement for refugees, with a symbolic number allowed into Israel). Hamas and other radical Palestinian factions would consider this a betrayal and begin launching attacks on Israel, hoping to undermine the agreement. I have doubts about the Palestinians accepting the agreement in a public referendum, though given Arafat's history, he would probably rig it.
