Arabia Felix?

Meaning lucky/fortunate Arabia, the Roman term for (broadly) Yemen. 20th-century Yemen has been anything but felix, certainly with regard to water per-capita, much less GDP. With a PoD no earlier than 1901 is it possible to make Yemen an upper middle-income Country by 2001?

The communists don't take over in South Yemen, leading to earlier and more extensive oil exploitation and a more capitalist economy. Combine that with a Gadaffi-esque leader willing to spread the wealth around for stability and that should get South Yemen up there.

Not sure about the north though.
