Any possibility of saving the Union of Sovereign States?

This was the proposed union of the former Soviet States which would have left the states as republics with the a common President, foreign policy, and military.

There were already republics that would still not have joined initially, namely the Baltic States. But, if the August Coup had not gone off, could Gorbachev have pulled this Union together?

If he had, what would its' prospects be?
 
By the time that Gorbachev proposed the new Union treaty, the Soviet Union was already lost. It was not only the Baltic states which had problems with the treaty; Azerbaijan, Armenia, Georgia and Moldavia were all strongly resistant.

Additionally, by the time it was proposed, the Russian Federation had already withdrawn a large section of the Union government's funding and was pushing towards political separation from the USSR.

One would need to eliminate or find a way to limit the influence of those reformists who had already decided that the Union should be allowed to fail, including not only Yeltsin but influential ideologues like Yakovlev.
