Only strong leader with some fondness of democracy might allow country to democratize over time. Making Grand Duke Nicolas Nicolaievich tsar might allow for slow transition into constitutional monarchy, he was respected both among civilians and soldiers, and was crucial to the establishment of constitution of 1906, he would glue country together until it gets on its feet.
