The Allies were lucky that Albert Speer was not put in charge of development until very late in the War. Until he was put in charge, there was poltical infighting almost about day to day funding of weapons's projects. There was no central planning of German weapons projects until Speer was placed in charge. Production of all weapons jumped very soon after Speer was put in charge. Speer did, however, conclude that the development of atomic weapons was not worth pursuing due to the approach that Werner Heisenberg took. Groves was used to working with university physicists and just went forward with the Manhatten Project.
