Another deal after Zama

Suppose after Zama Scipio or whoever demanded Roman ownership of Carthage and its empire? Any Carthaginian army or navy Rome would allow would be under Roman command. A heavy but not crippling indemnity would be placed on Carthage as IOTL, IIRC. Carthaginian merchant shipping would be encouraged except there would be an export tax on the goods, and maybe an import tax as well on goods shipped back to Carthage. Again not crippling. Carthage allowed a large measure of autonomy in domstic affairs as long as they seem harmless. Might be better for both sides than OTL.

Carthage would survive, albeit under Roman rule. Hell, North Africa could still be a bit Phoenician today,like Lebanon.

While it would be a better long term solution, getting Carthage to accept that is going to be extremely hard.

Having their city occupied by Rome? Yes, it's an offer they very much would refuse. And honestly, I'm not sure Rome could take Carthage in a siege yet. They struggled mightily to take Carthage in a siege some 60-70 years later, and Scipio does not have his command forever.

In short, Scipio would want to get some sort of deal done before his command ends. And if Carthage refuses that deal, Scipio's not about to go on a long siege of Carthage that wouldn't end before his command was up.
