Annie and the Kaiser

Annie Oakley was a professional sharp shooter for Buffalo Bill's wild west show. It performed for the courts of Europe, including that of the newly crowned Kaiser Wilhelm II. She performed her trademark trick, shooting the ashes off the end of a cigarette. After she had done this, the Kaiser asked if she could do this on him. For safety measures, she had him hold the cigarette in his hand instead of in his mouth.

What if she had had him put the cigarette in her mouth? Then what if she missed the ashes of the cigarette and hit the Kaiser, killing him? Who would have succeded him? How might this influence the future World Wars?
 
Yes I know the odds of her missing are slim, but she was nervous all the same. To know that she can kill a monarch with the pull of a trigger. Don't forget this is "What If". Let's say that the pressure got to her and she missed. What chain of events might occur?
 
Well that could be a problem then couldn't it. Who would take over, I'm not sure if he had even had his son yet.

From the seven children he had IOTL only the last two, Joachim and Victoria, were born after 1888, and so wouldn't exist ITTL. Prince Oscar would probably be a posthumous son. And the Emperor would be the crown prince Wilhelm, who was only six years old at that time. Maybe there would be a regency under his uncle Prince Henry, and he would suffer more influence from his British mother, Victoria.

I wonder if Bismarck could stay in the government now that Wilhelm II is gone and the Emperor is a child.

Also, could it affect somehow the relations between Germany and the USA? After all, the Emperor was killed by an American.
