Background --

The First Emperor of China was growing old. His sanity was questionable (due to suspected mercury poisoning). His eldest son was an idiot - and would not live past the Emperor's death. His youngest son was a spoiled brat. Building the Great Wall could be seen as an act of desperation - conquering the world is a young man's job and his sons were not up to the job... unless Xu Fu is successful...

But then Xu Fu was sent off into the horizon never seen again - with the hopes of bringing his emperor immortality. Many historians suggest he might have reached Taiwan, various parts Korea, Japan, Ryukyu, and one even suggested the Americas.

Now for the basis...

It can not conquer Japan, because the Japan as we know it did not exist in the 155-235 BC period. He can create it though. People which made the basis for Yamato culture were just arriving at that time in disparate bands to the Japanese islands, slowly displacing natives thanks to rice agriculture, advanced tools and luxury items they borrowed from China. In such circumstances, alliance between early Yayoi-Yamato settlers and Xu Fu against local tribes (Hayato etc.) would be quite natural.

Keeping newly created Japan as part of China would be nearly impossible in the long term though. China have suffered several episodes of fragmentation, and reunification of Japan with China at later date would be problematic due army transportation issues, as Mongol invasions to Japan have shown IOTL.
