Anglo-German Naval War?

Is it possible to have the Dreadnought race provoke a naval war between the Germans and the British? I know a lot of you will suggest the Agadir crisis, but I don't want that because it would involve France and probably result in an early WW1. So is it plausible for a created incident to draw Germany and England into a purely naval conflict around 1912 (When Germany had eight and the British had twelve commissioned dreadnoughts*)

*The British probably had fewer actually because they presumably had a few dedicated to the Mediterranean Fleet.

Any war between Germany and Britain would have included the French, too. There is no real possibility to avoid that. Perhaps Tunguska event on Paris...

Perhaps not if it was strictly a colonial affair (New Guinea?, Walvis Bay?) but I can't see the battle lines squaring off in these circumstances.

Really? Even if there's a Dogger Bank Incident esque thing happening between Germany and Britain alone that provides no cassus belli whatsoever to France?
