Britain & France Unite very early in WWII

I'm sure I read somewhere that during WWII, probably shortly before or after Dunkirk, that Winston Churchill made an offer to the French Government to unite the two nations. This of course was refused by the French. What if the offer had been accepted? German forces would still have captured France, but if the offer had been made early enough and France accepted, perhaps a large proportion of the French Army and navy would have been able to retreat to Britain.

This would have given "Britain-France' a much greater military and it would thus have far more option as to how it proceeded with the war.
