Of these the Roman Empire, since it technically lasted to WW1 (in it's Ottoman form).
Otherwise China, if it isn't restricted by a specific dynasty.

I agree. As far as I know the Japanese nation would be the oldest empire in the world. Although which fallen empire that is most likey to continue in modern form would be the (Byzantine) Roman Empire, although it would be a Greco-Turkish state, not very Roman.
