I've been bounding around some ideas lately, and I'm just going to sort of dump them here. You know, for posterity's sake.

So, here's the basic idea: The Roman Republic grants the Latins their own Praetorship, to stave off the Latin War. This totally mollifies them. Italy outside the Latin League is incorporated, as historically. As the Republic expands, circumstances result in Carthage being incorporated into this growing system (on more generous terms - in my Alexander timeline, Carthage was conquered by Alexander, so when Rome reaches Africa, they're liberators, rather than mortal enemies), and they have their own Praetor. When Greece is, ahem, liberated, the Republic decides to organize them into a Hellenic League, with their own Praetor. While all this is going on, the Latin League is gradually expanding over Italy. The rest of the growing empire is still organized as provinces, as historically.

So, we have 3 basic organizations of the Roman territory:
1) Rome, organized as historically, but with 3 extra Praetors
2) Praetorian Leagues, representing - more or less - Italy, North Africa, and Greece - the three areas identified by Polybius as having Constitutional governments. It is likely there would be set contributions from each region - Italy supplying troops, as historically, Carthage supplying a navy, and Greece supplying both.
3) Provinces, there to be sucked dry just like in history

I'm not going to argue this is at all likely. I just find the concept compelling.
