An Ice Question

When I look on the interwebs, I often get confusing reports on whether Vladivostok is ice free in the winter or not, many sources say conflicting opinions.

So I will ask the people of the forum, is Vladivostok Ice free, Partially Ice free (which areas that are would be helpful for me to know), or not Ice free?

Apparently, V.is and has always been iced-up in winter. However, modern ice-breakers are capable of breaking up the ice often enough to make it navigable in winter.

Whether a given level of ice makes a harbour un-navigable also depends on the size of the ship; bigger ships can ignore ice that would stop smaller ships.
