No. They were initially very clear that each colony was its own state. I.e. independent country, which is what the word is supposed to mean. It was only after the AoC failed miserably that there was enough push to get a stronger central government.

Even so, it took until about the civil war for the U.S. to be considered a singular noun rather than a plural.
