An Animated John Carter of Mars movie in the late 1930's?

Is anyone else getting images of a patriotic (maybe animated) space opera getting made during WWII? Something like "the Casablanca of science fiction"...?
 
It would probably resemble that episode of Star Trek: Deep Space Nine with Quark and his Cardassian Ex-Lover, but with tincan-and-sparkler special effects.
 
However, the premise of the topic, if it didn't come across tooo badly could result in things like a Modesty Blaise movie series in the Sixties, featuring the likes of Barbra Streisand or Jane Fonda voicing the title character, someone more mainstream than Ralpg Bakshi or Rankin-Bass (Other than Disney or Toei) gaining the license to J.R.R. Tolkien's Middle Earth series, and even Disney taking The Black Cauldron and the rest of Lloyd Alexander's work a tad more seriously at the managerial level. (It wasn't terrible coumpared to what it could have been, but I suspect that with just four more months to bake, it could have been glorious.)
