The Continental Congress wrote an invitation in the Articles of Confederation specifically to the Canadiens. As you said, Washington made a top down effort to moderate one of the primary agitants of the Revolution. The Americans were willing to bury the hatchet, if the Canadiens would meet them half way. I think you imagine greater offense than is real.
